In this video, medical marijuana expert and attorney at law, David Welch, explains how California’s Health & Safety Code 11362.5 makes possession and use of cannabis for medical purposes legal, through two steps: a doctor’s recommendation, often just referred to as a “rec” and a medical marijuana identification card, sometimes referred to as a “cannabis card.” The medical marijuana ID card is an anonymous way for California residents to obtain medical marijuana through after filling out an application and paying a fee to their local county’s department of public health.
